Governor Hochul Announces Completion of $20 Million Affordable and Supportive Housing Development in East Buffalo
HCR funding for the $40 million development included $4.5 million in permanent tax-exempt bonds, Federal Low-Income Housing Tax Credits that generated $13.2 million in equity and $11.9 million in subsidy. The DEC awarded Brownfield Tax Credits that generated $2 million in equity. The New York State Office of Temporary and Disability provided more than $3.3 million in Homeless Housing Assistance Program funds and NYSERDA provided nearly $293,000. Additional financing included $2 million from the Federal Home Loan Bank, $390,000 from various City of Schenectady programs and $250,000 from The Schenectady Foundation.

Mount Aaron Village complements Governor Hochul's sweeping plans to make housing more affordable, equitable, and stable. In the FY 2023 State Budget, the Governor introduced and successfully secured a $25 billion, five-year, comprehensive housing plan that will increase housing supply by creating or preserving 100,000 affordable homes across New York including 10,000 with support services for vulnerable populations, plus the electrification of an additional 50,000 homes. Buildings are typically developed so that 60% of the building is for tenants eligible for supportive housing and 40% for community tenants. NYC 15/15 Rental Assistance cannot be used with any other rent subsidy program. Hillside Crossing consists of a mix of one-, two-, and three-bedroom apartments. The rents are affordable to tenants earning a range of incomes at or below 70 percent of the Area Median Income. There is one five-story mid-rise elevator building with 54 apartments, three low-rise buildings with 21 apartments and three two-story townhouse buildings with 10 apartments. The exteriors of this and the 1955 hospitals were glazed white brick that had the usual spalling problem. With the construction of a new building for patients the massive old Jacobi was underutilized. Van Etten Hospital, originally for TB faced a similar situation when antibiotics rendered such places obsolete. There was also the 1962 Nurses’ Residence building that was intended as a nursing school with dorm rooms, lounges, auditorium, and even a basement swimming pool.
